  1. 2026

    Establish the baseline

    FIPS 140-2 modules move to the Historical list in September 2026. The immediate task is to know which cryptographic dependencies exist, who owns them and which must change first.

  2. 2030

    Prioritise high-risk systems

    The EU's coordinated PQC roadmap aims for post-quantum protection in high-risk use cases by 2030. This is a planning target, not a universal NIS2 deadline.

  3. 2033

    Complete the CNSA 2.0 transition

    US national-security systems have a 2033 transition horizon under CNSA 2.0. This milestone applies to that defined US system class, not automatically to every organisation.

  4. 2035

    Complete the wider transition

    The EU roadmap targets the remaining systems by 2035 where feasible. NIST's draft transition plan also proposes disallowing quantum-vulnerable public-key algorithms after 2035 for relevant US federal uses. Neither is a blanket EU–NATO mandate.
