Founding Statement.
Across the world today, encrypted data is being intercepted and stored by actors who cannot yet read it. They are not deterred by that inability; they are counting on its end. The mathematics that protects global finance, government communication, and critical infrastructure carries a known expiry date, and the machines that will void it are being built openly, on published roadmaps, by the most capable organisations on earth. The United States has mandated full conversion of its national-security systems by 2033. The European Union, the United Kingdom, NATO, and Japan have set critical-infrastructure deadlines beginning in 2030, with full conversion required by 2035. What is intercepted today will be read tomorrow; what is signed today can be forged tomorrow. This is not a forecast. It is a published schedule.
Europe is entering this decade at a decisive moment. Much of the continent's essential infrastructure — payments, grids, networks, registers, classified channels — depends on systems designed and operated elsewhere. The opportunity now is to bring those foundations home: to build the compute, the silicon, and the cryptography that a sovereign Europe will rely on for the next generation.
We founded CHANDAL Quantum Group to build that foundation — in the German-speaking world first, and from there outward.
One vertical stack.
CHANDAL is a sovereign-technology group headquartered in Vienna, operating under European jurisdiction and governed where its clients are governed. We work in partnership with Chelpis Quantum Corporation of Taipei. Certified in America. Proven in Asia. Researched in Germany. Governed in Austria.
The stack is vertical and complete. We design, build, and operate sovereign AI data centres and GPU compute. We design custom silicon: AI inference chips, accelerators, side-channel-hardened secure processors, and hardware roots of trust. We build the physical systems layer — secure servers, cryptographic gateways, one-way data diodes, and platforms for unmanned systems. We deploy the certified post-quantum cryptography that hardens every layer above the metal. And we execute national-scale programs from first inventory to final cutover.
Europe's next foundations will be built by someone. That decision has been made in Vienna.
